The meaning of ingenuity is to be creative in solving problems. This quote relates to this virtue with the statement that if a person does not try to find new, original ways to solve problems than they will end up with a boring, unaccomplished life. But it is true if you look at a bill from a plumber that they are clever in the way that they construct the, "tasks" and jobs that they have done and you can not deny them their money, otherwise you would not have a working toilet. And because most people who call plumbers have no idea of how to fix a toilet, they will believe what they are told.
This is saying that if someone wants peace and justice bad enough, they will find a way to achieve it through the ingenuity of man. This is shown throughout history such as with the Civil Rights Activists.
